Hi, Sorry I'm not an expert in Power Apps, I test this connector.
It looks like it only shows APIs, not Web Services.
If you're linking to a web service, maybe you can use the Odata connector in Power Apps.
Hope this can give you some hints.

Have you configured OAuth to do this?
The old web access key can no longer be used if you are on BC in the cloud.
