Discounted Price Lists

Is there any discounting functionality in Project Operations?

If I have a standard price list (which may change) then can I offer an Account client a standard 20% discount from that price list.  Its not the same as offering a % reduction to a snapshotted price list when I 'Create Custom Pricing' 

Would I use 'Role Price Markup' and if so is there any documentation?
