How to fix AOS startup error

I installed AX2012 CU9 on Windows 8.1 Pro as development machine(server, database and client on the machine). I couldn't start AOS service successfully. Here are some text from my Windbg. Could someone please help me to solve this problem? Thanks.

    Hi,

    Win8.1 is not supported to be an AX application server. Probably some dlls are different per Windows version. The first part of the error message sais something about missing or possibly corrupted files.

    I had not installed AX 2012 on a client Windows version, so I don't have the experience if it can work or not. At least the AOS components are 64 bit.

    un-install AOS and client, install again AOS and client and try to start the Services with CMD run as admin and net start AOS60$01

    I have deployed a complete AX topology on a Windows 8.1 Pro machine (my laptop) and it runs very well, so the version of the OS itself is not a problem. Maybe you have some issues with the .Net framework version installed? Don't recall but there were some discussions here about version 4.6 and whether it is working or not.

    On my machine (8.1) on which it's working I have version 4.5.2. Can you check your version using this link: msdn.microsoft.com/.../hh925568%28v=vs.110%29.aspx (follow the link to 'To find .NET Framework versions by viewing the registry (.NET Framework 4.5 and later').
