Is there a way of preventing reservation of line item quantity for a Sales Order?

To prevent this You can adjust the Reserve option field on the Item Card. (Planning tab) OR on Customer Card (Shipping tab)Set to to Never or Manual - so that reservation is not done automatically.
not all sales order has order tracking information. it could be manually created by users.
you could simply add the column Reserve to the line and choose Never. This could be set up on item card as well. Item set up as Never won't be be able to be reserved

I'm not finding an "Actions" button, at the line item level.
And, the "Actions" button at the top of the Sales Order does not offer a suggestion to delete a Planning Line.
