If the customer want to move the on-premise Dynamics Licenses to Azure, is that feasible.
the SKUs: Dynamics 365 for Operations Server & Dynamics 365 for Operations (Named User)
Since it is mentioned: Dynamics 365 Finance + Operations (on-premises) deployments are not supported on any public cloud infrastructure, including Azure.

what do you mean by moving the licenses to Azure?
Do you mean that you want to stop using the on-premises D365FO, and move to the cloud version?
That should be possible, please contact your Microsoft representative to discuss how the licenses can be converted.
Deploying the On-premises system in Azure is not supported. But that's completely different than starting to use D365FO cloud version.
