Quantity to Assign

Somehow an order was invoiced including the freight, but the freight (charge item) was not completely assigned.  Now I have nothing left on the order but still says open due to the quantity to assign still shows .24376 to assign.  Anyone know how to get this to go away?

    appears to me  shipment posting is pending for charge item in sales line.
