Is there a way to set up Field Service OOB such that travel charges do not start until after a certain mileage is traveled?

I am not aware of any option however it would likely be easy to resolve with a flow on creation of a Work Order Product if using OOB method on Service Account form.

If using this method you need to:

set mileage as Travel Charge type and the Travel Charge on the Service Account Form

in Field Service Settings you need a Field Service Product assigned to Travel Charge Item

You could just create a flow when Booking is changed to In-Progess or Completed and get the mileage from the Booking table which will give the flexibility you are looking for..

One thing to keep in mind is that if there are multiple Bookings to the one WO they will all create charges.
