Have you tried to setup the number sequence through: General Ledger - Setup - General Ledger Parameters - (fasttab Number Sequences) en then select the number sequence.
Let me know if this solves your problem

Please refer following community discussion threads:
(Cannot create a record in Number sequence references (NumberSequenceReference). Datatype number sequence properties: 450, CEM .None. The record already exists.)

Don't add a reference under Number sequence.
Go to General ledger >> Setup >> General ledger parameters >> Number sequences
Under Journal batch number add your newly created Number sequence code and save. Then go back to your number sequence you'll see the reference there.
