It is setup that when you create a incident you can attach multiple files, however, when a user adds a comment, and attach a file there, they can only select one file. I notice questions being asked aorund 2018-2019 with the same issue, saying it is not a function that is support. However, I noticed this statement in release notes in 2020
So I ma not sure why we are unable to add more than one file when added a portal comment via the portal.

Yellow highlighted button will create a blank portal comment, but allow multiple notes (files) attached.
Via the Blue highlighted method, will create a portal comment with the description you add, add create a note with the 1 file.
Doing some basic research, seems like the blue highlighted add file control is missing this bit of code

Doing some client side editing on the control, I added that property, and it allowed me to create a portal comment and add multiple files.

In CRM, you can add multiple notes in the one portal comment, but one note has only one file attachment.
It looks as if a portal's comments support multiple files, when in fact it shows multiple notes.
The portal comments do support multiple files though. At least from the CRM side you can attach multiple files to a comment, and both show up on the portal, but seems to be no way from the Portal side to attach multiple files to a comment.

Yes, it's normal.
When you add one comment in the portal:
one portal comment record can be created and attached file will be stored as note in it.
So you're essentially still adding attachments to the Note, and you can only add one file attachment per note!
The feature you mentioned in the original article only supports the highlighted yellow part.
I am talking about when adding a comment via the portal. The Highlighted Blue.. The highlighted yellow does allow multiple files.

If you are using portal to create incidents and attach files, you need set as following steps:
Go portal management > Basic forms to open one form you are using, then check 'Allow multiple files' option in the 'Additional Settings' tab.
Result:
But you can only add one file attachment per note if you are creating incidents in the CRM not portal!
