First Steps, Leads Not Showing in D365 Sales

We're starting out with an Enterprise license. I've managed to create a template to import leads lists. I have created a sandbox and some test users. One of which is an actual user (Sales Manager). They have security roles: Sales Enterprise app access, which seems to be automatic, and Sales Manager. He claims he cannot see any of the leads. I noticed that leads are automatically assigned to whoever imports the lists. 

What could be the issue? I checked the security roles and it seems to be all correct (organizational level) access.

    The issue is likely due to record ownership—imported leads are assigned to the user who imported them, and unless those leads are shared or owned by the Sales Manager, they won’t be visible despite having organizational-level privileges.
    Fix:
    • Reassign the leads to the Sales Manager or to a team the Sales Manager is part of.
    • Alternatively, share the leads with the Sales Manager manually or via a Power Automate flow.
    Even with organizational read access, the user must still have visibility based on ownership or sharing.

    The issue is likely related to record ownership. When you import leads, they are assigned to you by default. Even if the Sales Manager has organizational-level read access, they won’t see the leads unless:
    • They’re in the same Business Unit as you (the owner), or
    • They have permissions that allow access across Business Units.
     Solution: Either reassign the leads to the Sales Manager or ensure they’re in the same Business Unit as you.

    I would recommend opening the record yourself and using the "Check Access" button in the top ribbon. This will allow you to select another user, and to see if they have access to the record (Promote to Admin and Check Access – two buttons we can use to investigate access issues – It Ain't Boring).
     
    This will tell you if it is truly a permissions error, or if something else is going on. If the user has the Sales Manager security role, I would typically assume that they have org level access and should be fine.
     
    One last thing to check is the system view that the user is in. The system will often default to something like "My Open Leads" for a view, which filters the list of views down to just those that they own and that are open. Have them click the dropdown at the top of the Lead list and switch to something like "All Leads" to confirm if they appear.
