Yet another SL 2011 Client installation Issue

I am provisioning users with Azure AD-domain joined devices the following steps have been performed to connect users to SL:

- I have pushed the persistent drive mapping policy in Azure hosted default domain policy

- I have installed .NET 3.5 (including 2.0 & 3.0) from local machine Features

- Disabled UAC

The installer begins its process of installing all of the components needed for a Windows workstation install and systematically fails on every single smaller package installation.

I am performing the installation as an administration and must use credentials to launch the FP1 installer . Does this seem like a issue caused by overly strict domain administration or am I missing something in the process?

Workstations are on Windows 10 Build 21H1
