Contact CRM User Registration License

Hello.
I am a Dynamics 365 administrator.
Sales team members and other employees who are not licensed for Sales Enterprise must be registered as active users, because an entity such as an appointment or email must register as a participant and send an email.

I would like to know how users who are currently registered under the 'E3' license register as CRM active users through temporary measures.
