I want to schedule a VM to start and shutdown and a precise time . How could I configured for a D365 VM in LCS AZure

Haven't heard anything about start\stop scheduling, but for cloud-hosted environments, you can use Azure automation to start\stop VM.

You can not do it thorough LCS , it has to be done through Azure portal. Take a look at below link for more help
