Does anyone know if there is a way to change the color of the background of a cell in the views based on the current value for opportunity views?
For example: If No is entered into exclude from forecast we would like to change the cell background to Green and if Yes then Red.

1.One way would be to add different color icons in front of your cell.
Display custom icons alongside values in list views | Microsoft Docs
2.Another way is PCF controls--Colorful Optionset Grid(Colorful Optionset Grid | PCF Gallery).
Using this control, you can show the OptionsSets using the colors customized using the standard experience. Starting with the release 8, the ColorfulOptionsetGrid works also for Boolean/TwoOptions and for MultiSelectOptionset/MultiSelectPicklist.

Here are steps:
(1)Import download file to solution.
(2)give option field value different color as your need.
(3) Configure control in the view you need.
Save and Publish all customizations.
(4)Test:

You can not achieve it using supported way.
I would not recommend to use any unsupported code as it might break when new updates release by microsoft.
