When I import data into the CRM, the business rules do not trigger until I go back into the form itself. How do I make the business rules trigger upon record import instead of when I go back into a record

According to your description, it seems that your business rule's scope is All Form. Please change it to Entity to have a try.

When you set Scope to Form/All Form it will run client side when you Load/modify field value on the form from UI.
You will need to set Scope as 'Entity' so that Business rule will be triggered when you import record/Records gets created from Integration/C#. This will work even when you Load/Modify field on the form from UI.

Change the scope of your business rule to Entity instead of all forms.
You can do it by.
1. Deactivate your business rule
2. open business rule
3. In opening window's ribbon, there is Scope button that you can mark it as entity.
