Required fields before an activity can be marked completed

How can I configure requirements before an activity can be marked complete?
 
We have custom Time Entry Activities for time tracking.  We don't require many fields because we want to be able to create and save right away with minimal information.  However, before the activity is marked complete, we'd like to require fields to be filled out--and additionally have some logic on what types of values are acceptable depending on other fields.  What's the best way to do this?
