Using eConnect to access Great Plains Data

Im looking to develop an application to submit collected time records to GP. We are currently using a program that does this for us but we are looking to make a custom solution. Not sure where to begin. Have looked at many articles about this so far but not sure where to begin. I have a strong background in Powershell and have worked with REST APIs for other applications. Our GP is not web enabled so i dont have a url to hit. From what im reading this is still doable with a little more work. Looking to find something to start my workflow. I believe the end result would be some C# solution using the eConnect business objects. Any incite would be appreciated

    Using C# with eConnect would be a good place to start.

    You could also uses Web Services.
