The manager completes the review instead of the employee

My client wants the manager to fill out the review on behalf of the employee from the manager's self-service (the employee in this case does not have access to the application). Is there any way to configure this privilege?

Try out these privileges - HcmDiscussionApprover, Maintain discussions.
