Repeated Leads qualify command

When consulting  the commands bar relative to the leads view, i found out that there is more than one qualify command as shown in the attached screenshot . 
So my question is: why are there repeated qualify commands  and what does each of them serve for ?

    The buttons are all OOB, there are some rules that Microsoft has implemented to show them only when necessary.
    To identify which one is enabled in your case, use ribbondebug.
