Can you please help me with this way: create a new link entity to create a relationship with Work Orders & Accounts and then show related documents on both screens.
OK.
Showing documents is easier and there could be a number of solutions. For example, you can extend documents entity or create a new link entity to create a relationship with Work Orders & Accounts and then show related documents on both screens.
Notes is a difficult one. Again there could be more than one solutions - all through configurations. I would prefer creating a new custom activity entity (instead of notes), relate it with both WOs and Accounts and then use that to share text, attachments between two types of records.
PS. I do think above solutions will bring security access related challenges, so you might have to give it a thought from design perspective

Do you mean on create of note attachments related with work order, you want to attach with account ?
Can you elaborate on the question here:
1. Are you referring to 'documents' related to Work Orders (SharePoint) or Notes attachments?
2. You have documents (either of above) associated with a certain work order, you'd then want to show same documents on the profile of Service Account?
3. Referring to mobile or web?
