PowerApps connects to your system, not the other way around. So PowerApps must be able to see your system. You see all systems that are linked to your O365 tenant and are accessible from public internet.

You can connect to cloud hosted dev systems, but not local VM. Local VM might be theoretically possible to set up if you first manage to set it up in a way that you can access it from public internet.

Just deploy a cloud hosted system and you are good to go without any extra work.

The env name in PowerApps is the same than the URL address of your dev system.

Btw why did you use "on-prem implementation" tag? I thought you used it because you have local dev VM.

In PowerApps you see a list if D365 systems. I assume it is already familiar to you since you said you can't find your dev system in the list.

URL of your dev system is the address that you use to access your dev D365 instance via web browser. It's something.dynamics.com. Is it now clear what URL address of your dev system means?

    HI Nikolaos,

    I am familiar with the D365 URL's.

In power apps i am unable to see my cloud hosted dev Environment Name.

    How Power Apps Identifies ?

am i missing any setup for that ?

I already wrote how it identifies the systems. It was in my first reply o you. The environment list shows all D365 systems in the O365 tenant that your PowerApps exists in.

So, please check in your D365 dev system what tenant name you see in the About window (which you can open from the top right menu). Is the tenant name same than the one you use in PowerApps? If not, it won't work. PowerApps only works with D365 systems in the same tenant.

    Hi Nikaloas,

While adding connection i am selecting Dynamics 365 but i have to select Dynamics 365 for finance and operations to get URL.

Now i can access my Cloud hosted environment URL.

There are two ways to extract data from your entities . You can use F&O connector  and use your cloud hosted environment URL and then access entities . Remember F&O connector is premium connector  or you can use  dual write to populate  data in CDS and use CDS  entities as datasource . Dual write is in preview ,as of now.
