Does Microsoft  Dynamics  CRM 365 onpremise claimed based authentication requires Active Directory Server to be configured?

Is it possible to configure claimed based authentication without using active directory?

    It is impossible to configure claimed based authentication without using AD. All users need to be added to AD.
