Menu Item Button Not displaying in EP, only on client

I created a menu item button on a list page action pane. I attached a Output Menu Item for a SRS Report. The button will not display on EP. I know that if I add a web menu item to the menu item that the button will appear, but that is not what I want to do. Anyone know a way around this? Thank you in advance.

You can create a new Action pane and place your menu item there and set your ActionPaneTab property DisplayTarget = EP. See \Forms\BudgetPlanListPage\Designs\Design\[ActionPane:ActionPane]\[ActionPaneTab:EPHomeTab]
