Is there a way where we can determine which vendors users can see? is there a way of creating user defined groups that can only see the vendors that apply to them?

The only option would be to create a security policy using XDS.

This is a development customization and is essentially an advanced query that allows you to filter out records, based on the rules you implement.

Hi Jamie,
AX 2012 had a feature called Address book security which could be used to tag global address book records (parties) and use teams assignments to manage which users have access to what address books. In that way, you could achieve your requirement. This was using the XDS concept as mentioned by Nikolaj above.
Microsoft themselves did not implement this feature in Dynamics 365 (not yet). I created a solution which brings back the address book security in Dynamics 365. You can download the source code and make changes if required for your environment.
