Branching Rule for Text Question

I have a text question on a survey that is optional - a response is not required.  I have a rule set up so if the question is answered, it then goes to the end of the survey.  Because it is optional, if they don't answer it, it should still take them to the end of the survey.  However, this does not work.  If the question is not answered, it goes to the next question, which is part of another branch and should not be seen.  Here's the rule I have set up.  How can I make this work?
