Currently on Dynamics GP 2018 and one of our accounts has been changed to inactive and was wondering how I would look up to she when and who made this change through an audit trail report?

If you didn't have audit trails running before the change was made, you won't have any record.

The record in the GL_Account_MSTR table will update the last Modified Date but it won't have the user.

There is workflow which can be enabled for GL Accounts too.

Or you can use 3rd party tools like Rockton Auditor for a full auditing solution or GP Power Tools - Developer Tools which can be used to create Change Tracking projects.

For example:
