email templates not showing up when trying to Insert Template

On a Quote, when trying to create a new Email (via Timeline), we have an option to Insert Template

clicking on Insert Template brings up the below dialog

Upon Selecting a Record, the dialog trasitions to below option

However, when I try to search for a template, it doesn't show up in the results

There are about 38 Active Email Templates

I've tried changing the view to All Email Templates, Global Email Templates etc. but nothing seems to work 

It only shows 2 templates, one for Account another for User

What am I missing here?

    found the issue 

    When we click on Insert Template, we need to change the Field Name from To Recipients to Regarding

    Thereafter when I click Select, it brought up (in my case) the right Quote entity related Email Template

    in Unified Interface dropdowns are not very obvious
