Question regarding Dynamics CRM licenses

Environment is on premise.

Regarding the following scenario:

10 users were added first. 
Then one of those 10 users was disabled. 
After that, access was created for one new user.


In this case is the number of used licenses 10? Only the currently enabled users are counting as used licenses?

    Hi Smith,

    The license count for enabled users so if users are already disabled then it seems it will not count for used license. Please find below link for reference:
