How to close Transfer Orders with status Shipment if no more receive is required.

Trust you are fine!
Is you want to close the transfer order under/over delivered? for example: 10 items shipped in a Transfer Order but you have received only 8? If yes then do the following:
In the Setup tab, of the transfer order, you can place a % for Under delivery, in order to consider the order as completed.
AX also gives you the option to "close" the transfer order line when shipping. Check out the Close checkbox on the line when you are shipping the transfer order or try the functions button on the transfer order line, select the deliver remainder option and then hit the "Cancel quantity" button. Both options require properly set up under-delivery option (enable the functionality from the parameters and define the allowed percentage on the transfer order line).
You can also try to do the following when receiving the materials, you can use the scrapped quantity to say that those 2 items in the example where discarded. So, AX will enter 8 to inventory and at the same time will adjust 2 items out of inventory.

I already put 100% as under delivery but then what, how to consider the order status as received not shipped.

Right, you want to bypass Receive step from the Transfer Order? If yes then it is not be possible without customization, Why you are not going with Transfer journal? If you don't want to do all the steps.

now the WH make Full ship for the TO but sometimes the Quantity arrived less or damaged so stores receive only the arrived quantity with good condition so many TO keep with status shipment.
any solution for this.

There is no functionality in AX to reverse the received transfer order.
There is only one way to reverse the effect is by sending the items back to originating warehouse by creating a new transfer order or by posting the transfer order/transfer journal. In this way, we can reverse the transfer order in AX 2012. In your case, you will receive all the items including damaged ones and then post new transfer order/transfer of damaged items to reverse the effect.
Hopefully you now your issue will be solved and also be clarified.

I still didn't receive the TO it is fully shipped but partially received, So now i want to reverse the remaining shipped quantity.
Hope it is clear now.
As I said you have to close the TO as recieve first then you will go for reverse it.
For sorry this is the only solution and it is not logic at all.
