I was actually trying to block anyone from posting to a department. Is that possible?

Do you mean for a specific dimension or to use an Account, A G/L Account can be blocked from posting by using the blocked field on the G/L Account Card.
Suresh, Thanks for prompt response. Certainly, I am not asking for G/L account
See the attached picture and I am looking to block these department. Even if can point me how to see all dimension code in Department will help.

You can in the same fashion block dimension or dimension values by activating "Block" field in the dimension list, this will prevent users from using this dimension in transactions:
