User level (Outlook) Synchronization settings by admin

Hello!

I'm interested in configuring user-level synchronization settings for a specific user (as an admin). Can I do this, or does the user need to handle it themselves?
To clarify, I want to establish synchronization settings for the /contacts/ entity that restrict the synced contacts to only those the user follows.

I'm concerned that if I enable synchronization at the system level for all users, it might immediately sync contacts and potentially mess up the user's address book.
Or what is the best way to approach this?
