Edit Ledger Account in Accounting Distribution form

As Ledger Account is editable in AccountDistribution form when Approval Status is Draft.
 
 
 I want to edit Ledger Account in AccountDistribution form when Approval Status is In review.
 
 
I am searching parameter to edit the account but not able to find it.
Anyone have knowledge about it?
