Where do I give and create a developer account access to a Sandox so he can access a sandbox with AL

Its not a demo, its a copy of production or just a sandbox on teanaet

if the developer is from your CSP then he should have a delegated admin rights to access your tenant otherwise you have to create am O365 account for developer and add in sandbox.
