I specify 2 user for receive email notification from budget register entry workflow if budget has been updated.
but user No.1 in picture can receive email and user No.2 can't receive email.
How many user can receive email notification from budget register entry workflow.

Are those users setup identically? Do they all have a valid email account specified and does user no 2 receive an email if you unselect user no 1 in your workflow?
