Dynamics AX 2012 R2- Purchase Order Budgetting

I'm trying to create budget limits for Purchase Orders. I created a budget register entry and entered the amount on the budget line to be 200

Created a Purchase Order exceeding the value of the budget register entry line (400). But, When I post a PO, AX allows me to Post it without any

problem, which shouldn't be the case

    Is budget control turned on in budget control configuration?  Are you posting the PO in the same period the budget is registered for?  Is the user you are posting as allowed to process over-budget transactions? 

    Can you provide your budget control configuration setup?

    Why are you trying to turn on Budget Control for a consolidation LE?  Consolidation companies are not used for recording expense -- budget control makes no sense there.
