I'm fairly new to GP and am curious if the software allows for placing limits on issuing credit memos based upon some dollar threshold? For example, if a credit memo is being created for greater than $1,000 is there some means to require manager approval?

I am not aware of anything out of the box for limiting the amount of a 'credit memo' keyed in either sales or purchasing. Payables has a password for removing vendor holds, exceeding maximum invoice amounts or exceeding maximum write off amounts. (Tools | Setup | purchasing | Payables.) Receivables has passwords for exceeding credit limits, removing customer holds, exceeding maximum writeoffs or waiving finance charges. (Tools |Setup |S ales | Receivables.)
We do have 'credit limits' which would stop you in sales from entering an invoice over a certain amount. But I don't see anything on credit memo's. Likely you would need a dexterity customization to achieve that.
