As Khoa said try it with your Gmail account settings, by doing that you will be able to see whether there anything issue with your mail server.

Your best choice is use an external mail server (gmail, outlook.com, O365,...). Here you have a link with a walkthrough if you are planning to use you own site: technet.microsoft.com/.../cc772058%28v=WS.10%29.aspx

    Hi

I had the same problem and got it working with GMail using

smtp-relay.gmail.com and port 25 using gmail username and password but not ticking the ssl box

make sure you also allow devices (nav server) with GMAIL setup through the smtp relay service in gmail

    hope this helps
