very probable. I often have effects with leading zeroes cut off. The workaround would be to either adjust the export (formatting as text for code fields), patch the excel sheet in question, or make the import tolerant for missing leading zeroes. Best would be to patch the export.
I got curious and have tested it with the demo database (2013 R2 W1 CU#13 Build 38455), and there was no issue with any leading zeroes in code fields. The export has formatted the excel file correctly, and the import worked flawlessly (shocked, but good to know ;) The last changes in export (report 82) and import (report 81) are other things, and nothing important. Also, table 370 "Excel Buffer" has some recent changes, but all affecting date and time conversion and file handling.
So, from my point of view no patching is required. That leaves the question what happens in the excel sheet. Do you have a sheet for testing purposes? I would install an AUNZ demo database to have the same demo company.

I just tested again using 4 dimensions. Setup with Branch, Department as global dimensions, then Division and Salesperson. Exported the worksheet to excel, added the dimension codes for all 4 dimensions and Imported the worksheet. The result is amazing, Branch Dimension of 110, Department Dimension of 1100, and Salesperson Dimension of AM-1 all came into the Budget Entries. The Division Dimension of 019-SALES did not come in.
Is this an excel issue with having a 0 as the first character in the dimension value?
There are no filters set on the Filter Tab. Do these filters need to be set for each budget file in the export first? And if so then when generating the Export to Excel file, why don't the dimensions pre-fill on the excel worksheet.?
I am using the Import from Excel function in the Edit GL Budget page. I used the Export to Excel function to create the Budget worksheet. On the Worksheet all the lookups to the dimension values are available. Selected the dimensions that were required and added the amounts into the period columns, saved the worksheet with the same name as the export file and then imported the excel file using the function on the edit budget page. Only the two Global Dimensions imported.
By which method you are importing the GL Budget. Please provide details with some samples to suggest you.
"If you have set filters for dimensions on the G/L Budget Entry FastTab, you must always specify the same dimensions in the Column Dimensions field on the Options FastTab. Dimension information will be lost when you import from Microsoft Excel if you do not specify the same dimensions."
