Hello Lloyd,
You can remove this if you would like. I'm going to use a small example using the Sales Order page within the CRONUS database.
1. Open the Sales Order page.
2. Click on the Customize button (in the top, right hand corner) and Choose Customize This Page.
3. In the Customize Sales Order Page that appears, choose Action Pane.
4. Under Actions you should see New listed. Highlight that selection then click Remove from the right hand side (will become active once selected).
5. Click OK on the Customize Sales Order page.
6. The page should close and then reopen. Once the page reopens this option should no longer be available.
You'll need to do this for users that you don't want to have this page shown.
