Default Business Process Flow Doesn't Work for Just One User

I have 4 sales reps, all with identical security settings. I have a Business Process Flow that is the default for all new leads. For some reason when 1 of the 4 reps creates new leads, the new lead doesn't have the default business process flow, he has to go to 'Process' -- 'Switch Process' and select the Business Process Flow.

The other 3 reps do not have to do this -- the default BPF appears automatically when they create a new lead.

Any ideas for why he has to manually select the BPF for every new lead?
