You can read all about it on the Number sequence framework page and references from this page. There is also a whitepaper available which can be downloaded using a link on the provided page.
But there is only number sequence not references for the module

Can you elaborate and explain your question then? The documentation is stating how to implement new references. If you are missing the reference in your parameters form, you need to call the method to create the list initially.
Why you want set reference number sequence?
If you want set different number sequence to current number sequence, you can add reference number sequence to the current number sequence.
If your adding new number sequence to current number sequence, add your new number sequence in references.

no..the topic for this question is to create a reference for module
like for GL module (journal batch number, closing sheet, foreign currency revaluation etc)

It is in the framework documentation linked above - @"Making Number Sequence Data Types". You add the EDT to the number sequence module of your choice that the EDT belongs to by changing the appropriate NumberSeqModule* class.

And did you do Full CIL, and loaded your number sequence module? It can also be found in the documentation on the same page, specifically instructing you to do it once the class is created.
