On the server IIS 7 , the ASP.NET, .NETExtensibility Enabled.
As you install the Microsoft Dynamics NAV Help Server could you please check if IIS 8 Web Role is enabled on your Server including ASP.NET and .NETExtensibility?
The .NET Frame work 4.5 installed but in the error log we are receiving.
Can you please check if you´ve installed all prerequired components located in folder "Prerequisite Components" on your Installation DVD? The following Errors seems to Point on missing .NET components:

Registry value not found. Key = 'SOFTWARE\Microsoft\InetStp\Components', Value = 'NetFxExtensibility45'
I would suggest to reinstall the pre-required Package "Microsoft .NET Framework 4.5"

Have you checked the Eventlog on the machine you want to install NAV? (Start -> Run -> eventvwr)
In the Application Log there should exist error entries with more detailed Information why and what error occured during Installation.
on the same server Nav 2013 already installed and its working fine, when installing R2 i got the above error, the ports for Nav 2013 R2 are different
