When I try to convert a project quote (work based) to a project contract, it works if there's no actuals already against the project, but not if there's already cost actuals against the project. I get this error:

If issue persists after multiple retries, please contact your system administrator.
How do I solve this? in MS docs it says you should be able to carry this out.
