Export to Microsoft Excel is greyed out in Enterprise Portal

Hello all,

As per checking in the Enterprise Portal, the Export to Microsoft Excel (static) is greyed out, is anyone familiar on what to check to enable the button? I have tried deleting the form and redeploying it, refreshed AOD, data and dictionary, and it has no effect. I also have full administrative access.
