Can I install the Sales Enterprise App in an environment, create my own Model Driven app where I use the non-restricted entities (opportunity, quote, salesorder products etc), but license users with a Power App license?

I guess you don't require the Dynamics 365 License for the non restricted entities.
Also please check the entities which you will gonna use in the custom app, are restricted entities or not. Because if it is restricted entities then you need to have Dynamics 365 License As per the Microsoft.
Also as per the docs if you are only performing read operation, then you don't need Dynamics 365 License, only Power Apps and Power Automate license is enough.

In short, yes you can create a custom app using tables from the sales enterprise solution, and license it under power apps licencing - as long as the tables aren't restricted.
I created a basic sales app for a customer recently using quotes, products and invoices with no issues.
I am not aware of any restrictions on the opportunity table
