When is the next D365FO Onebox release vm available in the Shared asset library in LCS ?
No Idea about date but currently latest version on Shared Asset Library is 10.0.0.9 , released on 4/14/2020 , but in the recent cloud deployment shows as 10.0.0.12.
there was interesting article about upgrading local VM .

VHD is released for every major release (October and April) and next major release should 10.0.13 and I would expect after GA version will be released (after September 18, 2020)
