I saw that NAV 2016 is supposed to be generally available, but it's not available for download from MSDN (at least by searching for NAV 2016) and the "download" page at the URL below just gets in a loop when you try to log in, and I tried with IE and FF - same behavior.
I work for a Dynamics Gold partner - where can I download NAV 2016?

Try add the site, when on the download page, to the trusted sites in internet options. Worked for me
Working with IE 11, you need to wait couple of sec. when open link, Microsoft Dynamics File Exchange System will start

I downloaded the iso file with IE (desktop) and Edge without any problem. Sometimes the partnersource gives such kind of errors :-S
