Would like to understand what exactly you are looking for in this context.
Are you expecting, multiple users should have the privilege to approve the PO? Or is it something like how to set multiple users as approver in the workflow configuration?
If this is related to user rights; then check in user roles and privileges and assign them to the users so that they can approve the PO workflow. You can assign them this privilege "Approve purchase orders" without assigning a role to them.
If your workflow is user based; then you can set multiple users as approver in the workflow configuration form. Below are screen shots from D365 for your understanding.
You can further set the completion policy too as below in case if PO approval is required for a single approver or by all approvers.

Can you explain it detail what do you require here? Do you want multiple approvals for Purchase orders in a workflow ?
