WMS Outbound Picking from specific location

Good Day All

We have recently implemented WMS in one of our warehouses and is facing an issue regarding picking items from a specific location where the item can exist in multiple locations (main locations and a cutting/slitting location).  This is a distribution warehouse and all outbound orders are based on Transfer orders.  In the warehouse, we also have a cutting/slitting department, where we cut/slit products.  We have created this "department" as a separate location in the main warehouse.  The products are stored in the main warehouse' bulk/picking locations, transferred to the cutting location if an order is placed that required cutting or slit.  For items being cut, we have created new items which go through a BOM journal process, thus they would only exist in the cutting department and picking rules are simple.  We have issues with items that are being slit - because the item does not  fundamentally change, the original item is kept (example we have an item that comes in a 50m roll, and we slit it in two pieces of 25m and ship both pieces to the customer).  The inventory unit for these items are m (meters) and the unit sequence is m - Roll. Thus, the item now exist in more than one location and it can also exist as a full qty (1 Roll) or less.  The problem we are facing now is how to setup the rules so that for this order, the picking should be directed to the cutting department.

Currently, we rely on the sales person to create the Transfer order with a special mode of delivery to indicate that this item needs to go through the slitting department and thus cannot be picked as a full qty (although the total qty on the TO can be a full qty of say 50m or 1 Roll).  This process does work, but it relies on the person creating the order to fill in the correct criteria and if this is not done, our WMS rules will not function correctly and the consequence is that wrong material are being picked.  We are also contemplating creating the department a separate warehouse.  

We would like for the system to somehow determine this automatically, but is struggling to find the correct setup/configuration.  Any help would be appreciated.
