Is it possible to install the Data Connector on a server that has SSRS but with SQL on a different server.
A bit of back ground. V9 will run in SQL 2019. SQL 2019 has SSRS as a separate install and it can be installed on a different server that SQL.
What I'm try to accomplish is moving to an On Premise install in a cloud environment.
I am too heavily modified to use the Cloud version of CRM so that is simply not an option.
I'm thinking Azure with the SQL server in their environment and a Azure server to run my custom code.

Yes, you can and I would say it's also the preferred way if you e.g. intend on setting up multiple CRM Server installations and host each of them on SQL Named Instances on the same SQL Server.
This scenario, even thou I would say that it's not that common would fail as you can only have one SSRS Connector installed and connected to a one SQL instance, not multiple.
Also, it's not always the same persons managing CRM as the SQL and they aren't usually that keen on installing software on the SQL servers e.g. like the Dynamics CRM SSRS connector.
I can't recall a single installation of the ones I managing/setup that we run Reporting Services on the same machine as the SQL Server, but ofc we host the RS databases on it.
